Telefónica: eTOM TELCO 3.0 transformation
TELCO 3.0. It is a strategic Transformation project that consists of the construction and implementation of the strategies, processes and information systems necessary to completely re-define the commercial scenario of the Telefónica company in the medium and long term.
Panel was the provider chosen by Telefónica as a pioneer in the conceptual testing and definition of the methodology, for the construction of software projects consistent with the new transformation philosophy.
THE CHALLENGE
The transformation of systems towards the etom standard.
In the systems transformation part, the project consists of the complete re-design of IT systems from the reengineering of processes, from a strategic vision compatible with etom. The project has been a great innovation challenge in the construction of the technological stack that supports this transformation.
Telefónica's main need in the face of this strategic challenge is the transformation of the systems towards the etom standard. But one of the main problems is that the operator's resources had lost their know-how and there was excessive outsourcing of the company's Value processes.
Likewise, most of the solutions in the organization are departmental, not global, with a great diversity of suppliers and a high technological debt, both due to system obsolescence and heterogeneity, which also represents a maintenance cost model for Legacy Systems too high.
THE SOLUTION
Redefinition of Processes according to the etom standard, and the definition of the technological stack.
Likewise, a Transformation Plan was executed that involved:
- A re-orientation of software engineering methodology towards agile practices, incorporating objective measures of productivity.
- New Operator - Supplier relationship models, which involved outsourcing only the construction of the software, and the redefinition of KPIs and ANS.
- New operation models, both for the specification of requirements, as well as for estimating demand and scale.
The innovation project has matured, both in the technology stack, as well as in the Demand management models, Change management, and specific industrialization methodologies.
SUCCESSES ACHIEVED

Telefonica's presale system is in production under the new etom-oriented transformation model.
New models of the Operator - Suppliers relationship, with the outsourcing only of the construction of the software.
