CGAE: Regtel electronic file
Electronic file that provides the Bar Associations, the Autonomous Councils and the CGAE itself with an electronic registration platform.
Panel as a technological partner of Red Abogacía, the Technological infrastructure of the General Council of the Spanish Lawyers has developed the Regtel electronic registration platform.
THE CHALLENGE
Provide an electronic registration platform that allows compliance with legal obligations.
This new functionality needs to be integrated into the Legal Services intranet, following the SICRES standard and thus guaranteeing the existence of a single registry for each institution and in turn having the capacity to process a 50% increase in the number of documents registered by the system and 30% in total users of the tool.
A secondary objective of the project is to make the new Electronic Registration system, e-GestDoc, as independent as possible from the technological platform that supports it; in particular, eliminate as much as possible the dependencies with the application server and the database engine used (for the current REGTEL, Oracle / Weblogic platform).
THE SOLUTION
Design and implementation of the REGTEL electronic file application.
Panel has collaborated with ITCGAE in the design and implementation of the application since its inception until today, so it provides total knowledge of all aspects of the application, architecture, design and functionality.
We also have the development and integration infrastructure of the Red Abogacia portal and the Regtel application and we provide a multidisciplinary team of Continuous Integration in the development of software and automatic tests with Zahorí with a high qualification and adaptability, which allows to assume and resolve the changes involved in applying Agile methodologies.
Regtel allows compliance with the legal obligations derived from Law 39/2015 and with measure M81-Headquarters and electronic file in Council and Colleges, part of the Strategic Advocacy Plan 2020.

Modifications in the current application and implementation of services for the current REGTEL application as by external clients.
New functionalities associated with the electronic registry itself (document entry, document output, queries and download) as well as document management.
Compatibility of the new document services with the previously used Docushare manager.
Generic document management service, e-GestDoc, which has made it possible to connect with managers that follow the CMIS standard.
New API that allows to invoke the functionalities of the electronic registry from external systems, both for the input and output of documents.
